The Role:
Cart Government Solutions is establishing a dedicated quality function to support its growing government warehouse, distribution, and regulated logistics operations. As the Director of Quality Assurance, you will serve as the senior quality leader responsible for building, implementing, and continuously improving a government-specific Quality Management System (QMS).

This role will lead quality across a multi-site network, driving consistent standards, overseeing audits, investigations, CAPA, validation activities, and quality-system performance. You will partner closely with Operations, Compliance, Client Success, Engineering, IT, and program leadership to strengthen accountability, mitigate risk, and support operational excellence.

The ideal candidate is a hands-on quality leader with experience building or leading Quality Management Systems within regulated warehouse, distribution, pharmaceutical, healthcare, government, or government-contractor environments. You combine deep quality-system expertise with practical operational experience and have successfully led multi-site quality programs, developed teams, and driven continuous improvement in complex organizations.

You are equally comfortable leading investigations, audits, and validation activities as you are communicating quality risks, performance metrics, and strategic initiatives to executives, customers, auditors, and government stakeholders. This role is ideal for someone who enjoys building programs, creating structure, influencing cross-functional teams, and scaling a high-performing quality function that supports critical government operations.

What You’ll Do:
Government Quality Management System Leadership

- Build, implement, and continuously improve the government Quality Management System (QMS).

- Establish quality policies, procedures, governance processes, and documentation standards across government operations.

- Develop site and program quality plans aligned to customer requirements, contractual obligations, and operational risks.

- Lead change-control and continuous-improvement initiatives that support business growth and compliance.

- Develop quality metrics, reporting, and management-review processes; provide leadership visibility into quality performance, risks, and key decisions.

Multi-Site Quality Leadership

- Lead and develop site quality teams across multiple locations.

- Drive consistent quality execution while empowering local teams to maintain operational ownership.

- Identify recurring issues, drive root-cause resolution, and ensure timely completion of corrective actions.

- Influence cross-functional teams to adopt quality standards, processes, and controls.

Warehouse & Distribution Quality

- Establish quality controls across receiving, storage, inventory management, fulfillment, shipping, and transportation activities.

- Oversee inventory accuracy, product integrity, chain of custody, and customer-owned inventory controls.

- Investigate operational quality issues, customer complaints, and inventory discrepancies.

- Ensure corrective actions are effective and appropriate safeguards are implemented when issues arise.

Environmental Monitoring & Qualification

- Oversee quality requirements for ambient, refrigerated, frozen, and ultra-cold storage environments.

- Lead temperature mapping, environmental monitoring, equipment qualification, calibration, and requalification activities.

- Ensure excursions, alarm events, and monitoring failures are investigated, documented, and resolved.

- Partner with Facilities and Operations to maintain inventory protection and business continuity plans.

Incident Management, Investigations & CAPA

- Lead investigations involving deviations, nonconformances, excursions, service failures, and other quality events.

- Oversee root-cause analysis, corrective and preventive action (CAPA) programs, and effectiveness verification.

- Monitor open actions, risks, and escalations while ensuring timely resolution and stakeholder communication.

Audits & Document Control

- Lead internal audits and support customer, government, and external audits, inspections, and certifications.

- Maintain audit documentation, corrective-action records, and controlled quality-system documentation.

- Partner with Compliance and operational leaders to address findings and continuous-improvement opportunities.

- Communicate audit outcomes, quality risks, and remediation plans to leadership and stakeholders.

Supplier Quality & Change Control

- Oversee supplier qualification and approved supplier programs.

- Assess the quality impact of new sites, equipment, technologies, and process changes.

- Review WMS enhancements and operational changes for validation, compliance, and quality-system impacts.

- Ensure required training is completed and documented before implementation of new processes or systems.

Government & Customer Engagement

- Serve as the senior quality partner to Operations, Compliance, and program leadership.

- Represent the quality organization during customer meetings, audits, inspections, and government reviews.

- Communicate quality performance, risks, investigations, and corrective-action progress to customers and government stakeholders.

- Translate customer and contractual requirements into sustainable operating procedures and quality controls.
