Job Function : Head of Engineering – Cards
Location : Menara Great Eastern 2 (MGE2)
Job Overview
The Head of Engineering – Cards leads the engineering function responsible for the bank's end-to-end card technology platform, anchored on PowerCARD and associated ecosystem integrations. This role is accountable for platform stability, feature delivery, and the strategic modernization of the cards technology stack to support growing digital and contactless payment adoption. The incumbent will drive the engineering team towards a product-centric, API-first operating model while maintaining strong operational controls in a regulated environment.
Key Responsibilities
- Own the engineering strategy, delivery, and operations of the bank's credit card platform, including PowerCARD and surrounding ecosystem integrations (scheme connectivity, loyalty, digital wallets).
- Lead the modernization roadmap for the cards platform — transitioning from tightly coupled legacy architecture towards modular, API-enabled, and cloud-compatible components.
- Drive integration engineering for card scheme networks (Visa, Mastercard, VisaPlus, JCB) and digital payment enablement (Apple Pay, Google Pay, tokenization services).
- Build and lead engineering squads dedicated to cards product engineering, integrations, operations, and quality assurance.
- Establish engineering standards, coding practices, and release management frameworks to improve delivery velocity and reduce operational risk.
- Collaborate with Product Management and Cards Business to translate product roadmap requirements into scalable, high-quality technical solutions.
- Ensure platform compliance with PCI-DSS, card scheme mandates, and BNM regulatory requirements applicable to credit card operations.
- Manage vendor relationships with HPS (PowerCARD), card scheme technical teams, and system integrators.
- Drive talent development and engineering capability uplift within the cards technology organization.
- Participate in senior technology governance, risk committees, and audit/compliance engagements as the cards engineering representative
Qualifications
- Bachelor's degree or higher in Computer Science, Software Engineering, Information Technology, or a related discipline.
- 15–20 years of progressive technology experience, with a minimum of 8 years in senior engineering leadership within banking or financial services.
- Deep domain expertise in credit card platforms — preferably with hands-on experience on PowerCARD (HPS) or equivalent card management systems
- Proven track record leading credit card platform modernization, migration, or major functional enhancement programs.
- Strong software engineering capabilities in API management, microservices, and integration architecture relevant to cards ecosystems.
- Experience with PCI-DSS compliance engineering and card scheme certification processes (Visa/Mastercard technical programs).
- Demonstrated success leading and scaling engineering teams of 30+ across delivery and run functions.
Preferred Qualifications
- Prior experience in a peer commercial bank, issuer processor, or card technology provider with direct accountability for cards platform engineering.
- Familiarity with EMV tokenization, 3DS2 authentication, contactless payment standards, and digital wallet integrations.
- Exposure to BNM regulations governing credit card issuance, data residency, and consumer protection obligations.
- Relevant certifications in PCI-DSS QSA, cloud architecture, or enterprise integration
- Experience operating in a transformation-oriented, large-scale financial institution undergoing technology modernization.
