About the role
[What the role is]
[LTA-TRO] SENIOR MANAGER / MANAGER, ENFORCEMENT ENGAGEMENT
The Enforcement Engagement section works with the public, volunteers and partners to improve compliance with LTA's rules through engagement, education and partnerships that complement enforcement. We are always looking for fresh ideas and new partners. We try new approaches and grow those that make a difference. We also explore how data, technology and AI can help us better understand behaviours, engage different groups and improve compliance outcomes.
As Senior Manager/Manager, you will lead the section in finding and developing new opportunities. You will be expected to look across enforcement trends, ground feedback and stakeholder needs, connect the dots, and translate these insights into new strategies and initiatives. You will also oversee our volunteer programme, campaigns, educational outreach, and our work with schools, young offenders and corporate partners.
[What you will be working on]
- Identify new opportunities, partnerships and initiatives to improve compliance by drawing insights from enforcement data, ground observations, behavioural trends, stakeholder feedback, emerging issues and good practices locally and overseas
- Develop promising approaches from idea to pilot to scale, including opportunities to apply technology, data and AI
- Lead the strategy and management of LTA's enforcement volunteer programme, covering recruitment, training, deployment, recognition and retention
- Conceptualise and drive compliance campaigns, from target audience and key messages to content, channels, execution and evaluation working with Corporate Communications and partners to explore new ways of reaching and influencing target audiences
- Work with schools and education stakeholders to promote safe and responsible behaviour among students, including managing the juvenile offender referral framework and expanding education programmes for young offenders
- Build partnerships with corporate stakeholders such as platform and fleet operators, to promote safe and responsible behaviour among their riders and drivers
- Build and maintain partnerships with grassroots organisations, public agencies and community groups, and plan targeted community engagement and outreach, including joint activities with enforcement officers at hotspots
- Set KPIs, evaluate how engagement efforts affect compliance, and use enforcement data and ground feedback to refine approaches and determine what works
- Prepare papers and briefs for senior management, and represent LTA at inter-agency and stakeholder platforms
- Lead and develop a team of officers, and oversee budgets, procurement and programme risks
As part of the shortlisting process for the role, you may be required to complete a medical declaration and / or undergo further assessment.
[What we are looking for]
- Knowledge in any discipline
- At least 6–8 years of relevant experience (Senior Manager) or 4–6 years (Manager) in stakeholder engagement, public education, volunteer management or programme management
- Strong strategic and systems thinking, with ability to see the bigger picture, connect issues and translate insights into practical action
- Intellectually curious and comfortable with ambiguity, and with the ability to frame problems, challenge assumptions and develop new approaches
- Resourceful and adaptable, with a track record of starting new initiatives and seeing them through
- Proven ability to build partnerships with corporate, public, education and community stakeholders
- Experience planning and running public campaigns, education or behavioural change programmes
- Strong interest in innovation, with the ability to explore and apply technology, data and AI to improve the way engagement programmes are designed and delivered
- Strong leadership, with experience managing and developing a team
- Excellent communication, facilitation and writing skills, including senior-management papers
- Sound judgement in handling sensitive public and stakeholder situations, including matters involving young persons
- Experience in enforcement, regulatory work, youth programmes or behavioural insights
- Willingness to work occasionally outside office hours for patrols, events and outreach
